Dubai’s rental market moves fast, but clear, centralised laws keep both sides protected. If you are moving into a new apartment or opening a Mainland business, Ejari is one of the first things you need to handle.

Far from being just another piece of paperwork, this registration is the cornerstone for setting up your life, home, or company in the emirate. Without it, your transition to a new space can come to a halt. Below is a practical breakdown of what Ejari UAE is, why the government makes it mandatory, and how you can complete the process without the complexities.

What is Ejari?

Ejari literally means “My Rent” in Arabic. This is a centralised registration system established by the RERA under the Dubai Land Department (DLD). Introduced to bring complete clarity to the market, it was designed to regulate the relationship between landlords and tenants across Dubai.

The system digitises and regulates rental transactions, ensuring that each lease is recorded into a government-approved system that is binding. By assigning a unique certificate number that is traceable to every tenancy contract, Ejari makes your agreement verifiable, transparent, and enforceable by government authorities.

Why is Ejari Mandatory in Dubai?

In Dubai, registering your lease via Ejari is a strict requirement. Without a valid Ejari certificate, the day-to-day operations of managing a household or running a business can become difficult.. Here is why the system is mandatory and how it impacts you:

  1. Protection and Resolution: The reason the DLD mandates Ejari is to create total transparency and fairness in the real estate market in Dubai. A standard tenancy contract includes all terms, but the Ejari registration seals these terms in a database, making them binding and authenticated. If a rental dispute arises, such as unfair eviction, illegal rent hikes, or unreturned security deposits, the Rental Dispute Center (RDC), is your option for legal recourse. RDC is a judicial wing of DLD to deal with rental disputes and conciliation procedures. Without an active Ejari contract, the RDC will dismiss the case.
  2. Activating Basic Utilities and Telecom Services: Your Ejari certificate acts as the key to making a property livable. The moment a contract is approved, a unique number is generated. You cannot activate electricity and water services with DEWA without this number. In fact, the systems are integrated. This means setting up your Ejari often activates the creation of your DEWA account. Furthermore, local telecom providers typically require an Ejari certificate when establishing residential services.
  3. Managing Residency and Family Visas: For expats living in Dubai, maintaining legal status requires address proof. Setting up or renewing residency visas for yourself, your family members, or domestic staff through the General Directorate of Residency and Foreigners Affairs (GDRFA) requires an active Ejari certificate. The immigration authorities review the certificate to verify that you have compliant living space to support your dependents.
  4. Mainland Business Operations and Compliance: Unlike a Free Zone company setup that may not need an Ejari because of a hot desk or flexi desk, entrepreneurs establishing a Mainland business have Ejari as a compliance obligation. The DET requires an active Ejari certificate before they will issue or renew your trade license. The certificate serves as verification that your business has a genuine location rather than just existing on paper. Failing to renew your commercial lease and its Ejari on time can cause your business processes to freeze.

How to Register Ejari in Dubai?

The government has both digital and physical channels to register your lease. Tenants, landlords, or legal representatives can complete the process using either mobile applications or service centres.

Online Registration

The DLD offers a digital route through web and mobile channels. This self-service method is integrated and processes applications on the same day.

  1. The Dubai REST App (Mobile Gateway)

The Dubai REST App is the digital application managed by the DLD for real estate transactions. Users authenticate securely via their UAE Pass to sync identity profiles, log contract details directly from the paper lease, and upload the required PDF agreements.

Because this workflow varies significantly depending on whether the tenant, landlord, or an agent raises the request, handling the application’s approval loop can become tricky. The system requires real-time coordination between both parties, including digital property linking via DEWA numbers and subsequent landlord sign-offs, before the final certificate is issued to the app’s digital wallet.

Note: For corporate entities, property managers, or individuals who prefer using a computer, the DLD E-Services Portal mirrors the mobile application workflow.

In-Person (Offline) Registration

Offline registration is necessary and vital if the property owner does not have a UAE Pass, if technical errors happen during the digital process, or if a third-party PRO is handling complex commercial filings.

Real Estate Services Trustee Centres

Commonly referred to as approved typing centres, these are service centres scattered throughout major districts in Dubai.

  • Verification Process: Applicants must show physical documents at the service counter. An officer verifies the signatures on the tenancy contract against the passport copies and scans the official Title Deed.
  • System Entry: The agent uploads the paperwork, inputs the data into the registry, and prints out a data validity undertaking form for the applicant to sign.
  • On-the-Spot Settlement: Fees are paid at the cash counter. The entire process takes less than ten minutes excluding waiting line times. The agent then prints out the Ejari certificate.

Documents Required for Ejari

To avoid delays or application rejections, verify that all identification is valid and unexpired. Prepare the following documents:

  • Original tenancy contract signed by both parties
  • Tenant’s Emirates ID, Passport copy, and valid UAE Residency Visa page
  • Copy of the Landlord’s Passport or Emirates ID
  • Copy of the property’s Title Deed or official ownership document
  • The 9-digit DEWA Premise Number
  • Security deposit receipt
  • For Commercial/Mainland Business leases: A valid trade license copy

For remote applications: A notarised POA if a third-party agent or PRO is handling the submission

Fees/Costs for Ejari Registration

The overall cost of registering or renewing your Ejari depends on the service channel. The government rewards digital adoption by offering lower costs for applications completed online. Conversely, an in-person trustee centre means localised partner management and administrative typing fees.

The Cost Breakdown* by Channel

Online Registrations (Dubai REST App / DLD Website)

Opting for digital registration is economical because it involves lower service fees. The fee structure totals approximately AED 175. This final amount includes:

  • A registration fee of AED 100.
  • A standard AED 10 Knowledge Fee alongside an AED 10 Innovation Fee.
  • A digital partner service fee of AED 55, plus VAT.

In-Person Registrations (Real Estate Services Trustee Centres)

  • If you require human oversight, the total cost increases to approximately AED 220. This fee accounts for:
  • The base fee of AED 100 along with the AED 20 allocated to the Knowledge and Innovation funds.
  • A partner service and typing centre fee starting at AED 100 or more (inclusive of VAT)

*The costs are indicative and subject to change at the discretion of the relevant authorities.

Reminders: Renewals and Cancellations

  1. It is a common misconception that Ejari is a one-time step. An Ejari registration is tied to the duration of your tenancy agreement. This means you must renew your Ejari and pay the registration fees for each lease extension, which happens on an annual basis in most cases. Failing to renew your Ejari means a compliance gap, causing issues the next time you try to sponsor a visa or update your corporate profile.
  2. Also, Ejari contracts do not automatically delete or expire in the registry when a lease term finishes. By RERA law, a property can only have one Ejari registration tied to it at a time. If you vacate a property at the end of a lease or terminate it early, the landlord must close out and cancel the Ejari contract.
  3. If the old Ejari remains active, it can lead to complications. The outgoing tenant will be blocked from registering an Ejari for their next home, and the landlord will be barred from onboarding a new occupant for that unit. Fortunately, if the landlord processes the cancellation online through the Dubai REST app, the service is completely free. However, if you choose to handle it offline via a trustee center, it carries a minor administrative fee of AED 40 plus VAT.
